Getting help with your website design or making changes to your site that need some programming help is easier than you might think. Thanks to Anita Campbell for pointing to 99 Tips for Poor Web Startups, I like tip 55 because it links to a couple of good resources and ideas to help you modify your website or make a design change.
55. If you need design help, look in all the right places. If you can't do a good job on the design work yourself, consider hiring an art student. Excellent work can still be had for peanuts. If going the student route isn't to your liking, take a look at the deviantart website's designs and interfaces section for some DIY help. And if you do want to hire a professional, you can check out the contact information on that site or try Rentacoder to get bids. Links are the currency that search engines such as google use to value your website. The highest value is given to links from related websites and those with higher “page rank” and fewer links on the particular page.

Anita Campbell's tips are really useful, I upgraded my site (http://www.nationalpeo.com/
) three months ago, I hired a good web programmer to rebuild the backbone structure of the site, which was much too old to be competitive, I also hired an SEO expert to optimize it, both on-site and off-site, then I posted a couple of announcements on some art student forums, looking for a talented web designer. Lucky for me I was contacted by one of the most talented people I met so far in this field of work, and I'm very pleased with the results. The lesson would be: If you want good work done in good time, go for the professionals, even if it's not a very experienced one, passion is what truly matters.

I would always recommend going with a professional. They have all the right software and knowledge and knowing that you can find them anytime is great.

Great post, very complete and cover several areas. I prefer linkbait strategy.
I suggest to include use trackbacks. But those points you need to a lot of time to do them.
And if you really follow those steps and offer good content shure obtain huge traffic.
I'll check some and put my hands to write...
